_Turnoff labs (Exclusion)_

If there are more than 6 single bases in the multiloop ring between the MS2 turnoff and the aptamer gate, penalize exponentially and when EternaBot is designing, throw these excess bases in a static stem, by which they can avoid penalty.

_Turnon labs (Same State)_

If there are more than 5 single bases in the multiloop ring after the MS2 and the aptamer gate and if possible throw them in a static stem, by which they can avoid penalty.
