i cant access puzzle maker through resources in main menu but i can from here http://www.eternagame.org/game/puzzlemaker/.
also i have >20,000 points

Hi billyon,
If you go to resources -> player puzzles -> create-a-puzzle, that will take you to the same url. If you’ve gone through most of the progression, you also should be able to click the “make a puzzle” side project on your home page (will also take you to the same url). We might adjust what the menu says to make it clearer.
