How are the difficulty levels determined in the ordinary Challenge Puzzles (0,1,2,3,4)?

There is actually no strict guideline on this. It depends on what our puzzle designer thinks - level 0 is usually solvable by anyone who finished tutorials, level 1 adds more constraints (like GC), and level 2 adds harder constraints (like GU). Beyond that is more subjective. Sometimes it’s GU competition, sometimes it’s even harder version of level 2.

Are players allowed to vote on a puzzle’s difficulty level ?
Short answer: no.
Personal opinion: it would be way too subjective to be of any value. Currently, the rule of thumb is to take a look at the number of solvers. It gives in general a good idea of the difficulty level. Of course, there are exceptions (notably, the Basic Switch shouldn’t pop up so early in the suggestions of the server)
